    On February 17th, 2014, the Executive Yuan of the Council of Labor Affairs was upgraded to the Ministry of Labor. Consequently, the Bureau of Employment and Vocational Training was restructured as the Workforce Development Agency (WDA), under the Ministry of Labor, Executive Yuan. 
    With the mission of "pioneering new employment horizons and creating new labor value," the WDA adheres to the principle of "promoting workforce development." It formulates national labor force development policies through three main approaches:

    1. Adjusting talent cultivation mechanisms and optimizing industrial talent structures.
    2. Enhancing training systems and supporting skill transitions and upgrades.
    3. Leveraging overseas professional talent to foster international industry connections.
    These efforts aim to boost national economic development and competitiveness, aligning with global labor market trends.

    The Workforce Development Innovation Center (WDIC) is a unit under the Workforce Development Agency of the Ministry of Labor. It holds core values of innovation, professionalism, and efficiency, meets the needs of policies and changes in socioeconomic environments, and organizes labor force innovation and development in contributing to the enhancement of domestic industries and human resources.
    To promote collaboration with the private sector in developing socioeconomic and related social enterprise tasks, the center leverages tools such as the Multi-Employment Promotion Program (MEPP) and Empowering Employment Program (EEP), integrating the Business Start-up loan resources to support the incubation of social enterprises and social innovation organizations and nurture related talent to create job opportunities.
